Long Range Facility Planning

Isle of Wight County Schools (IWCS) partnered with TischlerBise in 2025 to conduct a comprehensive student generation rate analysis and develop long-range enrollment projections to support future facility planning. Using current geo-coded student data, housing demographics, and two forecasting methodologies—residential subdivision yield and a modified cohort survival model—the study evaluates how population growth will impact school capacity over the next decade. Findings indicate that all school levels will face capacity pressures, with six of the division’s nine schools projected to exceed 85% capacity by the 2035–2036 school year, particularly in the northern portion of the County. Because enrollment patterns, housing development, and capital projects continue to evolve, IWCS anticipates updating this study every five years to ensure informed decision-making and proactive infrastructure planning.
